Pensioner Concession Card Discounts Victoria 2026: Complete Benefits List
Every Pensioner Concession Card discount available in Victoria. Transport, rates, energy, health, and entertainment — with dollar amounts and how to claim.
Your PCC in Victoria — Worth $3,000-$5,000+ Per Year
Victoria offers extensive concessions for Pensioner Concession Card holders — some of the most generous in Australia. From free weekend public transport to council rate rebates and energy concessions, a PCC in Victoria can save you thousands annually. This guide lists every major discount with current dollar amounts so you can make sure you're claiming everything available. Your PCC is automatically issued by Centrelink when you receive Age Pension, Disability Support Pension, Carer Payment, or certain other income support payments. To access Victorian state concessions, you'll generally need to provide your PCC number to each service provider. Some concessions are applied automatically through your myki or rates account, while others require a one-time registration or annual application.
Transport — Free Weekends, Half-Price Weekdays
Victorian PCC holders receive some of the best public transport concessions in Australia. Weekday travel: concession myki fares apply — roughly half the full fare on trains, trams, and buses across Melbourne and regional Victoria. Daily cap for concession myki is $4.60 in Zone 1+2 (compared to $10.60 full fare). Weekend and public holiday travel: PCC holders travel free on all V/Line trains and coaches on weekends and public holidays — this includes trips to Geelong, Ballarat, Bendigo, and other regional centres. Free travel also applies on Melbourne metropolitan trains, trams, and buses on weekends and public holidays with a valid PCC. Vehicle registration: PCC holders receive a 50% concession on vehicle registration for one vehicle — saving approximately $200-$400 per year. TAC charges are not discounted. Apply at a VicRoads office with your PCC.
Council Rates — Up to $235+ Per Year
The Victorian Government provides a municipal rates concession of up to $235.20 per year for PCC holders. This is applied to your council rates bill and covers ordinary rates only (not special charges or waste levies in most cases). To claim, provide your PCC details to your local council — most councils include a concession card section on the rates notice where you can fill in your details, or you can call the council directly. Some councils offer additional voluntary concessions beyond the state-funded amount — check with your local council. The concession applies to your principal place of residence only, not investment properties or holiday homes. If you're a tenant and pay rates as part of your rent, you may not be able to access this concession directly. The rates concession is ongoing — once registered, it should apply automatically each year, but verify it appears on each rates notice.
Energy Concessions — Save $300-$600+ Per Year
As covered in our Victoria energy rebate guide, PCC holders can access the Annual Electricity Concession ($230.65/year), Winter Gas Concession ($69.83/year for mains gas), Controlled Load Concession ($49.68/year if you have off-peak hot water), and Medical Cooling Concession ($230.65/year if you have a qualifying medical condition). For someone receiving all four, that's $580.81 per year. Additionally, the Power Saving Bonus ($250 one-off) is available periodically. Register with your electricity and gas retailers to receive these concessions. The Utility Relief Grant Scheme provides up to $650 for bills in arrears if you're experiencing hardship. Water bills: PCC holders qualify for the Water Concession of 50% off water and sewerage charges (capped at approximately $336 per year depending on your water authority). Contact your water retailer to register.
Health and Medical Concessions
PBS medications at $7.70 per script (saving up to $24 per script compared to the general rate). PBS Safety Net threshold of $326.40 — after reaching this, all scripts are free for the rest of the calendar year. Dental care through the Victorian public dental program (Dental Health Services Victoria) — PCC holders are eligible for free general and emergency dental treatment. Wait times vary by location, but emergency care is usually available within days. Ambulance Victoria: PCC holders are covered for emergency ambulance transport at no cost. This alone is worth $50-$90 per year if you'd otherwise need ambulance membership. Hearing services: free hearing aids and services through the Australian Government Hearing Services Program for PCC holders. Spectacles: the Victorian Eyecare Service provides subsidised eye care and glasses for eligible concession card holders. Contact your local community health centre for details.
Recreation, Culture, and Entertainment
Fishing licence: Victorian PCC holders are exempt from recreational fishing licence fees (saving $28.50 per year for a full-year licence). Parks Victoria: discounted or free entry to some national parks and camping grounds for PCC holders. Melbourne Zoo, Healesville Sanctuary, and Werribee Open Range Zoo offer concession entry prices. Museums Victoria (Melbourne Museum, Scienceworks, Immigration Museum) offers free or concession entry for PCC holders. Cinema concession prices at Event, Hoyts, and Village cinemas — typically $10-$13 instead of $20+. Golf: many public courses offer pensioner green fees. Local pools and leisure centres: most council-operated facilities offer PCC concession rates on swimming, gym access, and classes. Libraries: free membership and services (including free internet and printing in many cases). The Seniors Card (if you also hold one) unlocks additional discounts at participating businesses state-wide.
Housing and Insurance Concessions
Stamp duty: PCC holders buying a principal place of residence worth up to $330,000 receive a full stamp duty exemption. For properties up to $750,000, a concession applies. This can save thousands on a property purchase. If you're renting, Commonwealth Rent Assistance through Centrelink can add up to $188.20 per fortnight. Victorian social housing tenants pay income-based rent (25% of assessable income). Some private landlords and agents offer pensioner-friendly arrangements. Home insurance: some insurers offer premium discounts for PCC holders — always ask. RACV offers concession discounts on home and car insurance for PCC holders. If you need home modifications for accessibility, the Victorian Home and Community Care (HACC) program can assist with grab rails, ramps, and other modifications at low or no cost for PCC holders.
