Which concession cards work in South Australia

South Australia recognises the Pensioner Concession Card (PCC), Health Care Card (HCC), and Commonwealth Seniors Health Card (CSHC) for most state concessions. SA also issues its own Seniors Card to residents aged 60 and over, which provides discounts at participating businesses and some government concessions.

The PCC provides the broadest access to concessions in SA, including energy, water, council rates, transport, and registration. The HCC qualifies you for energy concessions and some transport concessions. The CSHC provides energy concessions and transport benefits.

SA's Concessions Finder on the sa.gov.au website is a useful tool for checking exactly which concessions apply to your card type.

Energy and electricity rebates

South Australia provides the Energy Concession to eligible PCC, HCC, CSHC, and DVA card holders. The concession is $249 per year, applied as a credit to your electricity account (approximately $62.25 per quarter).

If you're not connected to mains electricity and use alternative energy sources (such as bottled gas or solar with batteries), you can receive the energy concession as a direct payment instead.

SA also offers a Medical Heating and Cooling Concession of $249 per year for concession card holders who have a medical condition requiring heating or cooling for temperature regulation. This effectively doubles your energy concession to $498 per year if you qualify.

The Energy Bill Relief Fund has provided additional one-off credits in recent years. Check the SA Government website for any current additional energy relief payments.

Water and rates concessions

SA Water provides a concession of up to $295.30 per year on water, sewerage, and emergency services levy charges for PCC holders. This is applied directly to your SA Water account. You need to be the owner or tenant named on the account and live at the property as your principal residence.

The concession covers both water supply and sewerage charges. If your quarterly bill is less than the concession amount, the balance carries forward to the next quarter.

For regional areas where water is provided by other authorities, similar concessions apply. Contact your local water provider to register your PCC.

Transport discounts

Adelaide Metro provides concession fares for PCC, HCC, and CSHC holders. A concession ticket is approximately half the adult fare. Using a metroCARD, the concession peak fare is $1.88 and off-peak is $1.04. The two-trip daily cap for concession holders is $3.76 peak and $2.08 off-peak.

Seniors Card holders in SA get even better deals — free travel on Adelaide Metro services on Sundays and public holidays, and two free trips per day on weekdays between 9:01am and 3:00pm.

Country bus services operated by regional providers also offer concession fares. The SA Transport Subsidy Scheme provides a 75% subsidy on taxi fares (up to $40 per trip) for people who are unable to use public transport due to a disability.

Vehicle registration discounts

PCC holders in South Australia receive a concession on motor vehicle registration. The discount is approximately 50% on the registration fee component, saving around $150 to $280 per year depending on the vehicle type and weight.

The concession applies to one vehicle per eligible person. The CTP (Compulsory Third Party) insurance component is not discounted, but the registration fee and administration levy are both reduced.

Apply the concession when registering or renewing through Service SA. Ensure your concession card details are linked to your vehicle registration record.

Medical and prescription benefits

Standard PBS concession rates of $7.70 per script apply for all concession card holders. The Safety Net threshold is $262.80 per year, after which prescriptions are free.

SA Dental Service provides public dental care for PCC and HCC holders, including check-ups, fillings, extractions, and emergency care. Waiting times vary but are typically 3 to 12 months for non-urgent care. Emergency dental is available with shorter wait times.

The SA Government also funds spectacle assistance through approved optometrists for PCC holders, providing free or heavily subsidised spectacles every two years.

Council rate concessions

South Australian councils provide rate concessions to PCC holders under the Local Government Act. The state-mandated concession is a rate postponement — eligible pensioners can defer payment of council rates until the property is sold. This is interest-free if deferred under the statutory scheme.

Many SA councils also offer a direct rate rebate, typically between $100 and $250 per year, though this varies by council. Adelaide City Council, for example, provides a mandatory rate concession for eligible PCC holders.

You must own and occupy the property as your principal residence. Apply through your local council — most require an initial application with evidence of your concession card, and then auto-renew annually.

Other South Australia-specific benefits

The Emergency Services Levy (ESL) concession provides a reduction in the ESL component of your SA Water or council rates bill. PCC holders receive a concession of up to $78 per year on this levy.

SA provides free ambulance cover for PCC holders, saving approximately $90 per year compared to individual ambulance cover. Emergency and non-emergency ambulance transport is covered.

The SA Companion Card allows a carer to attend events and venues for free when accompanying a person with significant disability. The Recreational Fishing Licence is free for PCC holders in SA (where a licence is required for certain species).

SA Housing Authority provides priority housing for concession card holders experiencing housing stress. Bond Guarantee and rental assistance programs are available for eligible card holders who are renting privately.
