Which concession cards work in the Northern Territory
The Northern Territory recognises the Pensioner Concession Card (PCC), Health Care Card (HCC), and Commonwealth Seniors Health Card (CSHC) for territory concessions. The NT also issues its own NT Seniors Card (called the NT Concession and Recognition Scheme) for residents aged 60 and over (or 50 for Aboriginal and Torres Strait Islander people).
The PCC provides the widest access to NT concessions. The HCC and CSHC provide access to some but not all concessions. Given the NT's unique challenges — extreme heat, remote communities, and higher costs of living — these concessions are particularly valuable.
Energy and electricity rebates
The NT Pensioner and Carer Concession Scheme provides an electricity subsidy for eligible PCC holders. The concession provides approximately $1,222 per year in electricity rebates — one of the highest in Australia, reflecting the Territory's high electricity costs and the need for air conditioning in the tropical climate.
This is structured as a daily subsidy applied to your Power and Water Corporation account. The rate is approximately $3.35 per day. You must be a residential customer of Power and Water Corporation and hold a current PCC.
HCC and CSHC holders may also qualify for electricity concessions, though at reduced rates. The NT Government periodically announces additional cost-of-living measures — check the NT Government website for any current supplements.
Remote community residents who are not Power and Water customers may be able to access equivalent concessions through their community essential services provider.
Water and rates concessions
Power and Water Corporation provides water concessions for PCC holders in the NT. The concession covers water supply and sewerage charges, with a rebate of approximately $354 per year on combined water and sewerage services.
The concession is applied automatically once you register your PCC with Power and Water. It applies to your principal place of residence only.
In the NT, council rates are generally lower than in southern states because the Territory Government provides many services directly. However, where municipal rates apply (Darwin, Palmerston, Alice Springs, Katherine, and other towns), pensioner rate concessions are available through the local council.
Transport discounts
Buslink NT provides concession fares for PCC, HCC, and CSHC holders on Darwin and Alice Springs public bus services. The concession fare is approximately half the adult fare.
NT Seniors Card and Pensioner Concession Card holders travel free on public buses in Darwin, Palmerston, Alice Springs, and Katherine during off-peak hours. This includes weekdays outside peak times and all day on weekends.
Given the NT's vast distances and limited public transport in remote areas, the NT Government provides additional support through the Patient Assistance Travel Scheme (PATS), which helps with travel costs for patients needing specialist medical treatment. Concession card holders may receive enhanced benefits under PATS.
The Taxi Subsidy Scheme provides a 50% subsidy (up to $25 per trip) for people unable to use conventional public transport.
Vehicle registration discounts
PCC holders in the NT receive a concession on motor vehicle registration. The discount is typically 50% on the registration fee component, saving approximately $100 to $200 per year depending on the vehicle type.
The NT has lower base registration fees than most states, but the concession still provides a meaningful saving, particularly for households relying on private vehicles in areas without public transport.
Apply through the Motor Vehicle Registry (MVR) when registering or renewing your vehicle. Provide your PCC details and the discount is applied to the registration component. CTP insurance (called MACA in the NT) is not discounted.
Medical and prescription benefits
The PBS concession rate of $7.70 per script applies across the NT, with free scripts after reaching the $262.80 Safety Net. Given the additional costs of healthcare in remote areas, these savings matter even more.
NT Oral Health Services provides free dental care to PCC and HCC holders through public dental clinics in Darwin, Alice Springs, Katherine, and Tennant Creek. Services include emergency care, check-ups, fillings, and extractions. Dentures are also available with some waiting time.
The NT Government provides subsidised spectacles through approved optometrists for eligible concession card holders. The Remote Area Health Corps and Aboriginal community-controlled health organisations provide additional healthcare access in remote communities.
Council rate concessions
Municipal councils in the NT provide rate concessions to PCC holders. Darwin City Council offers a pensioner rate concession of approximately $200 per year. Other NT councils (Palmerston, Alice Springs, Katherine, Litchfield) provide similar concessions, typically in the range of $100 to $250.
You must own the property and occupy it as your principal place of residence. Apply through your local council with your PCC details. Most councils require an annual renewal of the concession application.
The NT has a relatively simple rate structure compared to southern states. Many properties in remote areas are not subject to municipal rates, so this concession primarily benefits urban and town-based residents.
Other NT-specific benefits
St John Ambulance NT provides ambulance services in the Territory. PCC holders are not automatically exempt from ambulance charges in the NT. An ambulance call-out can cost $900 or more, so ambulance membership or private cover is strongly recommended.
The Pensioner and Carer Concession Scheme in the NT also provides a motor vehicle registration concession and a rates and charges concession as a bundled package — apply for all concessions through the NT Concession and Recognition Scheme in one application.
The NT Seniors Card provides discounts at hundreds of businesses across the Territory, including retail, dining, entertainment, and travel. The Companion Card scheme operates in the NT for people with significant disabilities who need attendant care.
Fishing licence concessions apply — recreational fishing in the NT doesn't require a licence for most species, so this is a natural benefit for everyone. National park entry and camping fees may be discounted for concession card holders at certain parks.
